The Management Project of Planning and Administrative System of Contaminated Site Redevelopment in 2016

Continuing the results from the former project, the condition of the soil was analyzed, and the related system was integrated and designed to implement promoting of the contaminated land revitalization policy. Programmed revitalization processes and complementary measures are expected to be established to manage and control contaminated sites efficiently and reach the goal of land sustainable development. In the project, the authority and responsibility of related unit under the structure of the Soil and Groundwater Pollution Remediation Act in Taiwan were established by analyzing the regulations and agreement documents of brownfield in the United States. A target site was screened and contaminated land revitalization was planned for the site by combining the results of land use suitability analysis and health risk mapping, and the conception of spatial planning. The contaminated land appraisal guideline and template which is established in the former phase were also used to appraise two selected cases. And making three notices, including the collection of pollution remediation plan, the obtaining of transaction records, the land use in areas, and the highest and best use of land. In addition, three explanations and compiled policy manual were held to advocate contaminated land revitalization. The project also drew up applications of remediation goals, based on §24/4 in soil and groundwater pollution remediation act. Moreover, to reach the goal of information disclosure, the contaminated land revitalization information web platform will be expanded continuously that the query function will be established to manage the progress of revitalization. Taiwan EPA’s strategies of promoting the contaminated land revitalization policy have been accomplished with the consolidated results of the aforementioned works.
